How does this impact on the NCEA Pasifika students in your classrooms?

I was asked by a friend who has recently been co-opted as a Board of Trustees member in a local secondary school about how to create a Pasifika strategy.
The school is looking at 5 main areas:
1. Improve Pacific student achievement - NCEA Level 2 (minimum exit requirement)
2. Increase Pacific parent involvement
3. Communication tool for parents of Pasifika learners (improve engagement)
4. Teachers’ cultural competency
5. Celebrating Pacific achievement
The secondary school is keen to address all of these areas by the end of the year. The school is a large school with 1600 students, with 10% of the population being Pasifika students. He asked me about what he could do to address each of these focus areas - would the Pasifika Education Plan need to be interwoven within each of these five areas? I answered yes.
What advice would you give my friend? I have some ideas and strategies but I wanted to see what YOU thought
