Using Family Sharing

Any guidance appreciated on this one...We are using Family Sharing to manage a pod of iPads and initially was able to make a purchase on one device which was approved by the account supervising family members- however, when trying to purchase an app today, the spinning wheel is going around and around in the App Store but no message is appearing on master computer to ask for approval of purchase. Have gone into Settings on iPad I am wanting to purchase app on and turned off Restrictions temporarily to turn on App Sharing, Updates etc. I can't work out what step I am missing out to allow the purchase to go through. If anyone in this group has had this experience and knows what to do, any help appreciated. Can be emailed on fcampbell@riwaka.school.nz as well. Thanks
