Monitoring Email within Google Apps

There has been a report of children emailing each other in an unkind manner.
How can the admin of a GAFE account produce evidence of that.
I have found Flash panel and wonder what other people use.
We do not have Google Dashboard.

Feel like I'm talking to an echo chamber but I found Vault.

Which may be a better option cos it's supported directly by Google.

Yes- I would love the school to have Hapara but they are not quite there yet!
